Introduction

The Assisted Services Information SysTem (ASSIST) is for all parties (GSA, Client Agencies, and GSA Contractors) engaged in assisted acquisitions, who need to award and administer both the Interagency Agreement (IA) (Client-to-GSA) and Award (GSA-to-Contractor). The system is currently operating in the FAS Cloud Services (FCS) Multi-tenant Container-as-a-Service (MCaaS) ecosystem. It is designed to enable multiple value-streams, leveraging a Scaled Agile Framework (SAFe) approach, to improve service delivery.

What does ASSIST do?

ASSIST is a modernized, user-friendly acquisition system that provides GSA contractors and government customers with standardized task and delivery order management capabilities. ASSIST is the FAS solution for assisted acquisitions. It provides end-to-end, custom-built functionality required to manage interagency assisted-acquisition. This includes IAs, Funding Packages, Acquisitions, Solicitations, Awards/Mods, Invoices, Timekeeping, Financials, Registration and Reports.

What purpose does it serve?

The purpose of ASSIST is to utilize innovative tools to Award and administer Assisted Acquisitions with ease. Additional features were added to facilitate management and accessibility throughout the workflow. ASSIST’s primary offering is in the management of interagency assisted acquisitions. This includes the following capabilities - management of interagency agreements; management of client agency funding documents and lines of accounting; workflow for pre-solicitation, solicitation, and award; robust three-party post-award administration; financial and accounting transactions (accruals, bills, revenue/expense management); project management (timekeeping); and collection of fees. There are multiple portfolios engaged in this value-stream within ASSIST, including: Office of Assisted Acquisition Services’ (AAS),  GS&S, Office of Professional Services and Human Capital (PSHC), Office of Transportation, Travel, and Logistics (TTL), and the Office of Technology Transformation Services (TTS).

AAS represents most of the business executed in this value stream. ASSIST’s secondary offering is in the support of other interagency services. This includes a subset of the first value-stream (without the procurement capabilities). There are multiple portfolios engaged in the value-stream within ASSIST, including: ITC for the HSPD-12 program and TTS for technology consulting services.

ASSIST’s tertiary offering  supports the management of direct ordering vehicles. There is a specific module called the Contractor Performance Reporting Module (CPRM) within the ASSIST system that supports this value-stream in part. This includes the following capabilities - delegation of procurement authority, scope review requests, and reporting status on orders. 

Finally, ASSIST also enables support for some internal contracting actions for each of the above-named GSA offices, as well as the Office of Enterprise Strategy Management (OESM) and the Office of Integrated Award Environment (IAE).
