Solicitation Writing System (SWS)
Goals and Objectives:
- The Solicitation Writing System (SWS) is a web based (FAS/GSA Internal System) application that allows users to formulate a solicitation for publication out to the business community. SWS provides means to generate and publish Solicitations and their associated Synopsis and manage and maintain clauses used in Solicitations.
- The current SWS system is positioned to merge into the Contract Acquisition Life-cycle Management System (CALM).
Solicitation Writing System (SWS) interfaces with the following systems/applications:
- FSS 19/FSS - An online is a mainframe based Federal Acquisition Service/General Services Administration (FAS/GSA Internal System) system that supports the acquisition and procurement activities in FAS through various modules.
- eOffer/eMod - The paperless means for GSA Federal Supply Service's vendor community to submit contract offers and contract modifications electronically. It is a system that allows submitting contract offers and contract modification requests to GSA Federal Supply Service online.
- Offer Registration System - A web-based pre-award application that is used for offer registration, tracking, and awarding contracts. It is utilized by all Federal Acquisition Service (FAS) Centers as the standard procurement system.
- External applications - such as Public Building Services (PBS) Enterprise Acquisition System Integrated (EASi) interacts with SWS Regulation Management System (RMS) component, which provides clause management related services.

SWS has been deployed as a JEE application using a JBoss application server and a MySQL (RDS) database. Additionally, SWS uses the standard on-premise GSA SFTP and SMTP solutions to fill out its capability needs. Apart from supplying information to its sister applications (eOffer/eMod, ORS, FSSOnline) it similarly maintains connections to EDMS, ORCA and eBuy for information sharing.
