Execution Timeline & Challenges

This timeline shows the progression of the TMSS 2.0 project.

December 2018 – March 2019, Executive Business Case (EBC) Approval/Kick-off. The EBC for the modernization effort was approved by the FAS Commissioner for a $900K investment. The project kicked off in early January 2019 with GSA-IT serving as the project lead, managing the investment and contract oversight of modernized requirements. Initial programming work was held while additional, requested funding was received to minimize overall project risk. Development commenced in March 2019.

April 2019 – Initial Observations. Due to observed performance issues in early April 2019 and CAMEO contracts concluding at the end of the FY19, a decision was made by GSA-IT to accelerate the schedule by adding resources to complete the project in August 2019. Concurrently, GSA-IT acknowledged shortfalls in initial EBC project estimates and requested an additional $247K to close the gap.

May 2019 – June 2019, TMSS Project Updates. T&T engaged in daily SCRUMs and weekly project status meetings with GSA-IT and the contractor (Leidos). Based on the project road map the project was shown as being on track. Concerns surfaced during product demonstrations in late June – pages/functions demoed did not fully function and updated requirements were not included.

July 2019 – Stop Work Order Issued. Due to schedule/cost risks that impacted the chance of successful completion, GSA-IT requested the CO to issue a stop work order to Leidos, effectively discontinuing all work on the project until the new contractor was on board (3-Wire). GSA-IT acknowledged challenges in managing the project.

August 2019 – Rebooted and Delivered in a Tight Time Frame.

March 2020 – Production TMSS 2.0 System Go-Live, Decommission Legacy TMSS, and IBM TPI.
