Letter from Sagar Samant to the Federal Acquisition Service (FAS)

Welcome to the FAS-IT Playbook.

FAS-IT maintains a strong partnership with our FAS customers, and together we are engaged in a number of system modernization activities spanning all of FAS. Our goal is to deliver excellent IT services to our customers.

This IT Playbook is central to delivering those solutions. We are in a transition from managing a static legacy environment to true digital transformation. This transition necessitates a change in how we operate. We've started by award of the COMET BPA, which brings a highly qualified set of contractors on board. We are looking both inward and outward at how we operate. My focus with my Government staff and what I would encourage you to consider are my 3 R's - Reframe, Retool, and Reskill.

The 3 R's are dependent on People, Processes and Tools/Technologies to be fully realized. As you go through the IT Playbook, you will see aspects of all these throughout. Sections covering Architecture, Data, DevSecOps, Pipeline Delivery, Security and Emerging Technologies are all included to provide you a robust framework to support repeatable and scalable experiences for your teams. You will also see our major initiatives to support FAS's Federal Marketplace Strategy and roadmaps for our major transformational initiatives.

In moving towards digital transformation, FAS Cloud Services (FCS) is the foundation of our modernization and data ecosystem. The FCS Cloud Enablement Framework (both IaaS and PaaS) serves as an application modernization platform with shared services and enterprise-wide Master Data Management (MDM). The Playbook provides the guidelines to our delivery model using that FCS framework.

This is not a static document. As each of you engage with FAS-IT, I ask you to bring your experiences and suggestions for innovation and improvement going forward. Remember, COMET is not only a technology contract, and the IT Playbook is not just a set of processes, they are mechanisms to deliver excellent business value to our customers!
