Federal Cloud Services (FCS)
FCS is a proven, compliant, and value-driven software factory driving GSA's modern cloud, data, and AI services and solutions. It is GSA IT's enterprise ecosystem for turning shared technology investment into mission capability.
Federal Cloud Services (FCS) is GSA IT's enterprise ecosystem for turning shared technology investment into mission capability. It is not a single cloud product, technology, or project; it is the common foundation, operating model, and partnership that enable GSA programs to build, modernize, secure, and operate digital services without re-solving the same infrastructure and operational challenges.

Enterprise Solutions Now with Significant Value and Impact
- FCS provides a total annual cost offset of $1.5M to GSA through multiple efforts focused on elimination, optimization, and automation. FCS champions the GSA FY2026-2030 Strategic Plan - Goal 3 / Technology, Enhance IT Infrastructure and Software Services, by helping the agency optimize their technology systems and infrastructure, create shared data capabilities, improve security and interoperability, and use AI and emerging technologies thoughtfully.
- FCS accelerates AI, cloud, and data innovations across GSA and the Federal Government. For USAi, FCS enabled the rapid expansion of shared AI services to 25 federal agencies through USAi, serving as a proving ground for AI adoption, LLM integration, and agentic coding tool evaluations. FCS externalized our internal and external data service capabilities for non-GSA federal users via login.gov integration, advancing cross-agency data sharing.
- FCS modernizes mission-critical systems through reusable enterprise capabilities. FCS also partnered with the Integrated Award Environment (IAE) to complete the migration of SAM.gov to a more modern containerized platform within several months. Operations are expected to be reduced by as much as 60% ($9M) while at the same time immediately boosting SAM.gov productivity through over 1,000 weekly builds across their environments. FCS also helped decommission one of the last mainframes in the agency through AFM 2.0 modernization efforts, successfully transitioning multiple critical functions into a more industry-standard data solution.
An Investment in FCS is an Investment in GSA's Future
Today’s accomplishments are proof points of our trajectory we are headed, not the end of the value proposition. They document the catalyst for FCS Next: a unified cloud ecosystem that will give GSA teams greater flexibility, autonomy, and choice. As FCS Next evolves, FCS will expand self-service provisioning, support lightweight deployment options, enable more flexible architectures, and grow through reusable capabilities. We build a community at GSA that apply and enhance shared modern tools and utilities together; creating a union of both technology and mission that allows the programs to thrive. Bring your next mission to FCS early, use the capabilities already available, and help shape what comes next.
FCS is real, in production, certified, and in use by over 74 programs and 1600 developers consuming 25 enterprise services. It transforms GSA’s technology investments into secure, scalable mission capabilities by operating as an enterprise-grade software factory and shared ecosystem model. The value of FCS is delivered across four key groups:
GSA Developers
FCS provides a frictionless, self-service infrastructure with preconfigured hybrid and multicloud services, automated provisioning, and modern engineering tools (such as containerized platforms and AI/Databricks capabilities) that eliminate redundant setup, remove operational friction, and help teams move from ideas to production much faster.
GSA Programs
By absorbing the complex, nonfunctional burdens of infrastructure, DevOps, security, and operations, FCS allows program leaders and mission teams to focus their people, time, and budgets entirely on business outcomes, faster service delivery, and customer value.
GSA IT
FCS establishes a common enterprise operating model and software factory that enables GSA to "build once, reuse broadly, and scale what works". Solutions are modular and can be replaced as technology evolves. It reduces duplication, lowers technical debt, secures unified data governance, and streamlines contract transitions without rebuilding foundational technology from scratch.
GSA CIO
FCS directly champions GSA’s strategic priorities—such as the Eliminate, Optimize, and Automate (EOA) initiative and GSA’s FY2026–2030 Strategic Plan (Goal 3: Enhance IT Infrastructure and Software Services)—by driving millions in quantified annual cost efficiencies, advancing responsible AI adoption, and delivering measurable enterprise value that leadership can govern and defend.
FCS FAQ Topics
FCS is GSA IT's enterprise-grade software factory and shared technology capability for building, modernizing, deploying, and operating digital services. It provides reusable infrastructure, DevOps, engineering, security, data, and operational practices that help GSA turn technology investment into mission value.
No. Cloud infrastructure is one component of FCS. FCS also provides the DevOps practices, software delivery pathways, security controls, automation, engineering expertise, and operational support needed to consistently deliver and operate applications.
FCS turns infrastructure and DevOps from isolated program-level efforts into a deliberate enterprise capability investment. It gives GSA IT a model it can lead, govern, and defend while improving reuse, reducing risk, supporting smoother transitions, and shifting more resources toward mission outcomes.
Without a shared factory, every program must independently build and maintain similar infrastructure, tools, delivery processes, and operational practices. FCS establishes those capabilities once so programs can reuse them, reduce duplication, and focus their teams on mission outcomes.
FCS provides greater transparency into technology and operational costs, allowing programs to identify optimization opportunities. By reducing duplicated effort and shifting resources away from infrastructure operations and change control, FCS helps teams do more with the resources they have.
A cloud provider supplies technology products. FCS provides the enterprise software factory, infrastructure, DevOps, governance, engineering practices, operational partnership, and modernization pathways needed to apply those technologies effectively within GSA.
FCS gives teams a secure, reusable, and scalable path to ship code and application features faster and with greater consistency. It reduces the time teams spend solving foundational infrastructure, DevOps, security, and operational challenges.
FCS provides a standardized software factory, established platforms, repeatable practices, and shared operating knowledge. This allows new contracts and delivery partners to transition more smoothly without rebuilding the technology foundation from the ground up.
FCS value is demonstrated through faster delivery, legacy modernization, mainframe migration, infrastructure optimization, cost reduction, reusable software patterns, improved operational support, and the ability to scale capabilities across programs.
FCS allows program leaders to focus their people, budgets, and attention on business outcomes rather than the nonfunctional aspects of infrastructure and operations. It helps programs use engineering capacity more effectively and direct more resources toward customer and mission value.
FCS Next is the evolution toward a unified cloud ecosystem that gives tenants greater flexibility, autonomy, and choice through self-service provisioning, lightweight deployment options, flexible architectures, and reusable capabilities contributed through InnerSource.
FCS provides a repeatable pathway to migrate, transform, and operate complex legacy environments. Modernization can include moving off mainframes, simplifying application portfolios, adopting modern architectures, and positioning organizations for business transformation.
